1.1 The name of the organization shall
be the Vassilios Tsitsanis Federation of Thessaly Clubs of Europe.
The seat of the federation shall be in Nuremberg.
3.1 The region of Thessaly, Europe and the Greek flag shall be represented on the stamp. The name of the federation with the
foundation year shall be written in Greek on a circle around these images.
3.2 The federation shall own three stamps, which shall be in the care of the president, the first secretary and the treasurer.
§ 4 Aims
4.1. The aims of the federation shall be as follows:
4.1.1 The establishment of one single federation representing all Thessaly clubs in Europe;
4.1.2 The coordination of the activities of
the federation member clubs, which shall have as their goals the dissemination and continuation of the traditions, culture and history of Thessaly and of Greece in general;
4.1.3 The promotion of close cooperation between the federation member clubs and other federations;
4.1.4 The mutual exchange of information and coordination of events;
4.1.5 The exchange of
ideas regarding issues (employment, educational, social, cultural, artistic) relevant to migrants from the Thessaly region in Germany and in other European countries;
4.1.6 Communication with Greece and in
particular with Thessaly as well as with institutions which have similar aims;
4.1.7 Cooperation with the authorities in Thessaly and in Greece in general in the interest of the federation member clubs and
§ 5 Mutuality
5.1 The federation shall pursue exclusively non-profit aims, as defined by tax regulations.
5.2 The federation shall be a non-profit organization and so shall not pursue any financial gains.
5.3 The property and funds of the federation may be used only for aims defined in this constitution.
5.4 The federation member clubs shall not receive any payments from the finances of the federation.
§ 6 Independence
The federation shall be independent of party political organizations.
§ 7 Membership
7.1 Any recognized, non-profit and mutual Thessaly Club in any country in Europe or a team of Thessalian in am European area (in the
case if no other Thessalian club exists in the same area) shall be eligible to be a member, provided its aims do not contradict the general spirit of the federation¢s aims.
7.2 The members of the
confederation and the teams have tha same rigths. Only the member of the federation can participate in the election of the board of the federation,
7.3 In order to obtain membership, a club must make a formal written application to the executive committee of the federation, accompanied by a record of the club¢s executive committee decision to apply for membership and a copy of the club¢s constitution.
7.4 In response to an application the executive committee of the federation shall make a decision which shall be made
known to all other federation member clubs.
§ 8 Termination of membership
8.1 A federation member club shall cease to be a member in the following cases:
8.1.1 Through voluntary departure after a written notification following a decision of the General Meeting of the federation member club;
8.1.2 If the federation member club is dissolved;
8.1.3 If the activities of the federation member club are contradictory to the constitution and decisions of the federation;
8.1.4 If the federation member club has not paid its yearly membership fee.
8.2 A decision to expel a member club can be made only by a General Meeting of the federation and must be made known to the club
§ 9 Federation Organization
§ 10 The General Meeting
10.1 The highest authority of the federation shall be the General Meeting.
10.2 Each federation member club shall send representatives
according to the number of club members. The representatives shall be called delegates and must not be members of the club. The delegates shall be elected for a two-year period by a General Meeting of each member club.
The club shall elect one delegate and one replacement delegate for every 25 club members, based on the number of members on 1st January in the election year.
10.3 The General Meeting shall take place once a year.
10.4 The quorum for the purposes of the General Meeting shall be 50 % + 1 of the delegates.
10.5 The General Meeting shall be called by
the executive committee at least four weeks in advance. The invitation, accompanied by the agenda, date, time and venue for the meeting, shall be issued in writing.
10.6 The General Meeting decisions shall be made by a simple majority of the delegates present.
10.7 The direct election of the Executive Committee and the Board of Trustees shall be by secret ballot. In
the case of a tie, a further ballot shall be held for those candidates with the same number of votes. In the event of a second tie the election shall be decided by lot.
10.8 For each General Meeting,
minutes shall be kept and shall be signed by the chairperson and the secretary of the General Meeting.
10.9 The responsibilities of the General Meeting shall be as follows:
10.9.1 The dismissal from duty of the Executive Committee and the Board of Trustees;
10.9.2 The election of an election committee;
10.9.3 The direct election of the Executive Committee and the Board of Trustees;
10.9.4 The expulsion of member clubs;
10.9.5 Amendments to the constitution;
10.9.6 The dissolution of the federation.
10.10 An extraordinary General Meeting shall be convened if the Executive Committee so decides or if a minimum of 25% of federation member clubs request it
§ 11 The Executive Committee
11.1 The Executive Committee shall be elected for a two-year period.
11.2 The Executive Committee shall consist of the following nine (9) members:
11.2.1 The President;
11.2.2 The first Deputy President;
11.2.3 The second Deputy President;
11.2.4 The Secretary;
11.2.5 The Deputy Secretary;
11.2.6 The Treasurer;
11.2.7 The Public Relations Officer;
11.2.8 The Youth Officer;
11.2.9 One further member.
11.3 The President and the two Deputy Presidents shall represent the federation in judicial processes and in matters not under legal jurisdiction. Each of these shall
be authorized to represent the federation.
11.4 In the event of the resignation of one Executive Committee member, the first replacement member shall take his/her place. For this purpose, the General
Meeting shall elect five replacement members, whose ranking shall be determined by the election result.
11.5 The Executive Committee shall have the duty and the responsibility to pursue the purposes of
the federation, to execute the decisions of the General Meeting and to manage the day-to-day business of the federation.
11.6 The Executive Committee shall be quorate when five of its members are
present and shall make decisions by simple majority vote.
11.7 A meeting of the Executive Committee can also be held by telephone conference or by internet session.
11.8 The Executive Committee shall meet regularly every four months.
11.9 After each meeting, the Executive Committee shall provide all federation member clubs with a written report of the meeting.
11.10 Minutes shall be kept for each Executive Committee meeting and shall be signed by the President and the Secretary.
The Board of Trustees
12.1 The Board of Trustees shall be elected for a two-year period.
12.2 The Board of Trustees shall consist of three members:
12.2.1 The President;
12.2.2 The Secretary;
12.2.3 One further member.
12.3 In the event of the resignation of one member of the Board of Trustees, the first replacement member shall take his/her place. For
this purpose, the General Meeting shall elect two replacement members, whose ranking shall be determined by the election result.
12.4 The task of the Board of Trustees shall be to review the finances of
the federation before the General Meeting and whenever deemed necessary by the Board of Trustees.
§ 13 Rights and Obligations of Members
13.1 The federation member clubs shall have the right to participate in the decision-making process of the
federation, to take part in elections to the federation organizations and to have their members elected to them, if they have fulfilled their financial obligations to the federation.
federation member clubs shall have the right to propose motions either to the Executive Committee or to the General Meeting.
13.3 The annual membership fee to be paid by the federation member clubs
shall be determined at each General Meeting and shall depend on the number of members in a club.
§ 14 Amendments to the constitution
Amendments and additions to this constitution shall be made by the General Meeting if three-fifths of the federation member clubs are represented and if
the decision is approved by a majority (50%+1) of the delegates.
§ 15 Dissolution of the federation
15.1 For the dissolution of the federation, a three-quarters majority of the member clubs is required.
15.2 In the event of dissolution of the federation, its property
shall be divided among the member clubs in proportion to the number of members in each club.
This constitution was unanimously (by 17 votes) adopted on 21.03.2004 by the founding meeting of the
federation and adjusted by a further meeting on 31.10.2015 (by 14 votes).
